Introduction to project for establishing a basis for Korean Medicinal Herbs utilizing native resources

The value of biological genetic resources is rising highly as the Nagoya Protocol comes into effect worldwide. The Nagoya Protocol is an “international agreement to promote the fair and equitable sharing of benefits arising out of the utilization of biological  resources with the resource providing country”, meaning that part of benefits must be returned to the providing country of the biological  resource if that resource was used in producing medical products.

Although Korea holds native natural resources, the cost of labor for processing domestically gathered resources is high, making most domestic pharmaceutical firms to depend on imports. Not only is it known that China accounts for 49.2% of all offshore procurement, but there are also instances where Korean native resources are used as biological resources overseas. Thus, in response to the Nagoya Protocol and to protect the seed sovereign rights of native resources, the National Institute for Korean Medicine Development (NIKOM) is under a project to “establish a basis for Korean Medicinal Herbs utilizing native resources

The “project for establishing a basis for Korean Medicinal Herbs utilizing native resources” is a 2-stage project underway to secure genetic resources for native korean medicinal herbs and to set standards for native resources to be used as korean medicinal herbs in preparation for the effect of the Nagoya Protocol, and the reasons for pursuing the project are the followings.

1) Secure native resources subject to “the Nagoya Protocol to the Convention on Biological Diversity”.

2) Discover korean native resources and obtain status as a provider of resources to use as a reactive strategy to the Nagoya Protocol and ISO/TC249.

3) Discover korean native resources.

4) “Establish government managed system for native resources of Korean Medicine” noted in “III. Promotion of the Korean Medicine Industry through technology innovation and integration” under the state-level Third Korean Medicine Development Plan.

The objective of the first stage is to secure genetic resources on native Korean Medicinal Herbs to have them registered on the US National Center for Biotechnology Information (NCBI) and to secure cultivation information of specific species while developing a quality management index. The second stage of the project is to secure standard materials and to conduct element profiling, and to evaluate the effectiveness of native resources through herbalogical efficacy research.

To register a number of native resources as Korean Medicinal Herbs on official compendiums such as the “Korean Pharmacopoeia”, quality management, separation and securing of indicators are underway. Positive effects are expected as items that rely on imported medicinal herbs will be replaced by domestic herbs (over 33 items).

In addition, resources and cultivation information collected in the process of discovering native resources will enable mass production of Korean Medicinal Herbs that are suitable to the environment and specifics of the region through seed distribution, thereby raising the expectation that Korean Medicinal Herbs required domestically will be supplied steadily.
